PROBLEM TO BE SOLVED: To provide a method for manufacturing a heater unit in which a heat insulating layer made up of a foam resin layer is integrally molded by foaming a foamable resin within a mold, the manufacturing method being capable of preventing, easily and with reliability, a lift from occurring in part of a heating means due to the foaming of the foamable resin within the mold. SOLUTION: After a surface heating element 20 is placed on a lower mold frame 21, injection and foaming of the formable resin is performed with a net 30 or a cushion material placed over the surface heating element 10 to include at least a portion at which a lift is expected to occur due to the foaming of the formable resin.
