<P>PROBLEM TO BE SOLVED: To prevent the transmission of DRC signals having a DRC value with the low possibility of packet allocation while suppressing the degradation of throughput. <P>SOLUTION: In a DRC threshold calculation part 201, a DRC threshold is calculated. In a reporting signal generation part 202, signals which report the DRC threshold calculated by the DRC threshold calculation part 201 to respective user terminals are generated.
