PROBLEM TO BE SOLVED: To provide a DC-DC converter that can be reduced in the size and the weight of an inductor, can be amplified in step-up rate more than double, and can consecutively change the step-up rate and a step-down rate. SOLUTION: This step-up and step-down type DC-DC converter 16 comprises a low-voltage side port and a high-voltage side port, and also comprises the inductor L0 whose one end is connected to a positive electrode terminal TA1 of the low-voltage side port; a magnetism offset type transformer T1 in which a primary winding L1 and a secondary winding L2 are connected to a reverse winding connecting cable, and a common terminal c of the primary winding and the secondary winding is connected to the other end of the inductor; a switch element SW1 that controls the current application of the primary winding flowing to a common reference terminal E1; a switch element SW2 that controls the current application of the primary winding flowing to a positive electrode terminal TA2 of the high-voltage side port; a switch element SW3 that controls the current application of the secondary winding flowing to the common reference terminal; and a switch element SW4 that controls the current application of the secondary winding flowing to the positive electrode terminal of the high-voltage side port.
