MOVING PICTURE DECODING APPARATUS AND METHOD

PROBLEM TO BE SOLVED: To provide a moving picture decoding apparatus and method which can restrain the quality of a decoded image from greatly deteriorating even if an error occurs in transmission data and which can efficiently decode the data even if only a part of the data can be decoded due to the error.

SOLUTION: The moving picture decoding apparatus includes: a decoding means for decoding image information in each region, the each frame of which is divided into a plurality of regions and coded and decoding a region rearranging table for describing information denoting the rearranging order in the unit of the regions; and a region rearranging means for rearranging the image signals of each region decoded according to the region rearranging order described in the region rearranging table decoded by the decoding means into the image signals in the correct rearranging order.
