PROBLEM TO BE SOLVED: To accurately detect an abnormality of cells constituting a parallel cell block caused by various factors such as coming off or degradation of a cell. SOLUTION: This battery monitoring device comprises a voltage detector 13 for detecting voltage of each of parallel cell blocks 21-23, a current detector 14 for detecting carried current of a secondary battery block 2, a calculation section 15 that calculates the voltage variation amount of the parallel cell blocks 21-23 before and after conducting, calculates the current variation amount of the secondary battery block 2 before and after the conducting, and calculates the direct current internal resistance (DC-IR) of each of the parallel cell blocks 21-24 based on the calculated voltage variation amount and current variation amount, and a determination section 17 for determining an abnormality of the cell 24 based on the direct current internal resistance calculated by the calculation section 15.
