PROBLEM TO BE SOLVED: To provide a lightweight roadbed and lightweight ground, which can reduce construction costs by simple construction, and which can reduce manufacturing costs by eliminating the waste of the selection of a member by a simple structure and a load bearing form having no fluctuation with a lapse of time. SOLUTION: The lightweight roadbed comprises a concrete base plate 20 which is installed on the ground 100, a plurality of pipe bodies 31, 32 and 33 which are placed on the base plate 20, a concrete top plate 50 which is installed on the pipe bodies, a roadbed 60 which is installed on the top plate 50, and a paved surface 70 which is installed on the roadbed 60. The pipe bodies 31, 32 and 33 are corrugated pipes, and side surfaces of the respective pipe bodies abut on one another, so as to mutually restrain deformation. A concrete wall body 43 is erected on the concrete base plate 20; a semicircular cross-section body 84 is placed obliquely above the pipe body 31 which abuts on the concrete wall body 43: and a side edge of the semicircular cross-section body 84 abuts on the concrete wall body 43.
