PROBLEM TO BE SOLVED: To provide a foamed board material which can be discarded, has flame retardancy, heat-insulating and cushioning properties, and is light in weight and inexpensive. SOLUTION: This foamed board material is prepared by impregnating a mat substrate in which a material composed of paper, pulp, natural fiber, regenerated fiber or inorganic fiber is entangled in the form of a nonwoven fabric or a lock, with a siloxane and a high-molecular weight silanol salt solution and subjecting the resulting impregnated substrate to heat treatment at elevated temperatures of 300°C or higher to foam it and integrally coagulate and stick the vitrified layer.
