PROBLEM TO BE SOLVED: To provide an inclusion preventing device capable of prolonging the development time of an airbag, and adequately developing the airbag.

SOLUTION: The inclusion preventing device comprises an airbag 6 to be developed downward of a front bumper 3 and in the vehicle width direction, and a plurality of inflaters 7 which are arranged along the vehicle width direction so as to develop the airbag 6. The plurality of inflaters 7 are constituted to delay the ignition order step by step.
