PROBLEM TO BE SOLVED: To provide an inexpensive transfer material delivery device capable of obtaining a satisfactory image without constituting a complicated configuration, and an image forming device. SOLUTION: Abutting parts 4b, 4c of a delivery roller 4 come into contact with an opposing abutting part 5d of a delivery opposing roller 5. When conveying a transfer material P by a pair 6 of delivery rollers, an opposing abutting part 5b of the delivery opposing roller 5 is not abutted on the transfer material P, a transfer material pressing part 5d of the delivery opposing roller 5 is abutted on the transfer material P, and the abutting parts 4b, 4c of the delivery roller 4 are not abutted on the transfer material P.
