PROBLEM TO BE SOLVED: To automatically perform negotiation corresponding to a utilization scene by using an electronic tag for message exchange to confirm the intention of a user before remotely controlling the setting management of the device function of a cellular phone terminal.

SOLUTION: A portable terminal 1 refers to a massage table 20 managing a tag ID in association with a device management policy prepared for each device function of a portable terminal unit, acquires the device management policy corresponding to a detected tag ID, compares the acquired device management policy with a utilization device management policy that the portable terminal 1 holds for determining the response, and sets and controls the device function according to the comparison result.
