PROBLEM TO BE SOLVED: To provide a decorative sheet excellent in design properties usable in the surface decoration of the interior, fittings of a building, the interior of a vehicle and the like, and a decorative panel, especially a decorative material excellent in adhesion characteristics. SOLUTION: The decorative material has a base material, a printing layer formed on the base material and a protective layer, which comprises an ionizing radiation-curable resin, formed on the printing layer. A stress relaxing layer, which relaxes shrink stress at the time of curing of the ionizing radiation-curable resin constituting the protective layer, is provided between the printing layer and the protective layer as a primer layer.
