PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor, having a surface layer whose absorption for image exposure light having a wavelength of 380-500 nm is minimized, and having superior electrophotographic characteristics. SOLUTION: The electrophotographic photoreceptor comprises a substrate, and a photoconductive layer, an upper charge injection blocking layer and a surface layer, disposed sequentially on the substrate, wherein the upper charge injection blocking layer comprises an amorphous material, based on silicon and carbon atoms and containing a group 13 element of a periodic table, and wherein the surface layer comprises an amorphous material based on silicon and nitrogen atoms and containing oxygen and carbon atoms in ranges that satisfy Formula (1): 0.0001≤O/(Si+N+O+C)≤0.2, Formula (2): 0.0001≤C/(Si+N+O+C)≤0.1, and Formula (3): 0.3≤N/(Si+N+O+C)≤0.6.
