PROBLEM TO BE SOLVED: To provide a hair holder capable of dissolving strain between the sheet on the inner side and the sheet on the outer side of the hair holder and being easily manufactured. SOLUTION: The hair holder is composed of a cylindrical body 2 in a flat shape constituted of the sheets 23A and 23B so that a hair bundle can be inserted from an opening 21 at one end to an opening 22 at the other end, the tabor stiffness of the sheet 23A forming one surface of the cylindrical body 2 is≤0.4 mN m, the tabor stiffness of the sheet 23B forming the other surface of the cylindrical body 2 is≥0.4 mN m, and the sheet 23A forming one surface is joined to the sheet 23B forming the other surface in the state of being slackened in the longitudinal direction.
