<p><P>PROBLEM TO BE SOLVED: To provide a technique for preventing the performance of a network device from deteriorating by preventing a hit rate depending upon the arrival order of packets of a process cache from decreasing. <P>SOLUTION: As a traffic management section, provided are a process cache tag containing a tag of a process cache in front of the process cache and a function block having an FIFO queue corresponding to respective entries of the tag. The traffic management section enques a packet group, judged to be in the same flow, in the same FIFO queue in the incoming order. In each FIFO queue, the registration state of a corresponding process cache is recorded, and when a packet arrives at an FIFO queue of entries which are not registered in the process cache, only the packet at the head passed to the function block to perform process cache miss processing, thereby expecting it to be registered in the process cache.
