PROBLEM TO BE SOLVED: To prolong a telephone conversation enable time allocated from a server with intention of the user of a terminal. SOLUTION: In PoC service for realizing half duplex telephone conversation among a plurality of terminals by using packet communication through a PoC server, the PoC server receives a speaking time prolongation request from a user terminal 21 allocated with the light of speaking (step S801). Subsequently, a decision is made that there is no right of speaking acquisition request from a terminal other than the user terminal 21 allocated with the right of speaking, and the speaking time prolongation request is granted.
