PROBLEM TO BE SOLVED: To provide a hydraulic shock absorber with a diaphragm having improved operating reliability for partitioning a cylinder at its outer periphery side into a reservoir oil chamber and a gas chamber. SOLUTION: In the hydraulic shock absorber 10, the inclination of a first inclined portion 57A of a first partition wall part 53A of the cylinder 11 is made steeper than the inclination of a first taper portion 62A of the diaphragm 60 to form an annular oil sump 66 between the first inclined portion 57A and the first taper portion 62A. An oil passage 56 via which a piston side oil chamber 38A is communicated with the reservoir oil chamber 65A is provided in the first inclined portion 57A of the first partition wall part 53A of the cylinder 11 so as to be open to the oil sump 66.
