摘要 PURPOSE: To improve motion vector detection performance for forward prediction by using both 1st and 2nd motion vector detection means so as to detect a motion vector used to predict a coded image from a preceding image with high accuracy. CONSTITUTION: A 1st motion vector detection means 11 in a detection accuracy revision means 10 detects a motion vector for forward prediction predicting coding from a preceding image displayed by a motion image signal. A 2nd motion vector detection means 12 detects a motion vector for backward prediction to predict a coding image from a future image. A motion vector high accuracy detection means 13 uses both the means 11, 12 on a coding image not using the coding mode predicting the coding image from the future image to detect a motion vector to predict the coding image from the preceding image with high accuracy. An object point revision means 15 uses one of three kinds of motion vectors detected by the means 11, 12, 13 to revise an object point of the motion vector.
