PROBLEM TO BE SOLVED: To provide a lining apparatus which can simplify its structure and a lining method using the lining apparatus. SOLUTION: In the lining apparatus for a pipe, a strip 4 is rolled spirally in the pipe 3, and adjacent roll side edges are joined together by engagement parts 4a and 4b formed on strip side edges. The engagement parts 4a and 4b are formed joinably by making the adjacent roll side edges butt against each other in the width direction of the strip 4. A pipe making machine 5 for lining having a main body 5 movable in the pipe, a fitting part 12 which is supported by the main body 5 and can be fitted to the engagement parts 4a and 4b, and a driving part 13 which is set in the main body 5 and revolves/drives the fitting part 12 along the spiral orbit of the strip 4 to be rolled and a loading apparatus 8 which is connected with the pipe making machine 5 and gives tractive force or migration resistant force to the pipe making machine 5 are provided.
