PROBLEM TO BE SOLVED: To improve a coding efficiency using waveform features of a voice signal. SOLUTION: A voice coding device 100 comprises a pitch extraction part 1 for extracting a pitch from input voice signals, a pitch unit rearrangement part 2 for rearranging voice signals at the pitch unit extracted by the pitch extraction part 1, and a coding part 3 for coding the voice signals rearranged by the pitch unit rearrangement part 2 according to a predetermined coding system. A voice decoding device 200 comprises a decoding part 4 for decoding the voice signals coded by the voice signal coding device 100, and a pitch unit rearrangement decoding part 5 for sequentially rearranging the voice signals decoded by the decoding part 4 to the original order before rearranged at the pitch unit.
