PROBLEM TO BE SOLVED: To measure the line capacity of a cable easily. SOLUTION: First, switches SWa, SWb, SW1, SW2 are turned on to charge the cable 10. The switch SW2 is then turned off, while switches SW4, SW5 are turned on, to discharge the cable 10. A control section 101 generates discharge characteristics data (cable) D101 indicating the discharge characteristics of the cable 10 using a voltage value measured by a voltmeter 102. The switch SWa is then turned off, while the switches SW2, SW5 are turned on, to charge a variable capacity 105. The switch SW2 is then turned off, while the switch SW4 is turned on, to discharge the variable capacity 105. The control section 101 generates discharge characteristics data (cable) D101 indicating the discharge characteristics of the variable capacity 105 using a voltage value measured by the voltmeter 102.
