PROBLEM TO BE SOLVED: To provide technology of efficiently producing a field-enhanced oxide film on an organic layer by efficiently injecting carriers to the organic layer. SOLUTION: In a field-enhanced oxide film producing apparatus 1, the tip of a conductive probe 5 is made of a material with a work function around the LUMO level of the organic layer 10 and an oxide film by the field enhanced oxidation is formed on the organic layer 10 arranged between the conductive probe 5 as a cathode and a conductive substrate 2 and an underlayer 3 as an anode.
