PROBLEM TO BE SOLVED: To improve a wide range of usability for a forklift by improving its mountability without causing a useless increase in costs of a product. SOLUTION: An opening of a through-hole connecting to an oil pressure chamber R partitioned in a cylinder 1 is prepared on the outer periphery of the rotor, which is rotatably maintained around a rotational axis of the cylinder 1 as a rotation center, on a bottom section 1a of the cylinder 1, and the opening is connected with a hydraulic pressure supply and discharge source P arranged outside of the cylinder 1.
