PROBLEM TO BE SOLVED: To create a tire model capable of precisely simulating the behavior of a tire in an analysis of the tire by a numerical analysis method such as a finite element method (FEM) or the like. SOLUTION: Tire section data are created (steps 130 to 134) by combining (overlapping) initial data including a tire internal structure and measurement data of the tire outside shape previously actually measured, section data are divided into meshes (step 136) and deployed in the circumferential direction, and a three dimensional tire model is created (step 138).
