<p><P>PROBLEM TO BE SOLVED: To provide printed matter with a scratch concealing layer which ensures that individual information is not visible until it is concealed by applying at least the scratch concealing layer during manufacturing and thus the risk of unjustifiable reading of the information can be avoided, in the printed matter with a scratch concealing layer which is directly applied so as to cover printed individual information such as winning number and prize classification, and a method for manufacturing the printed matter. <P>SOLUTION: In the printed matter 1 with a scratch concealing layer, the individual information 11 is printed in a heat-sensitive ink and colorless or pale-color transparent at least until the scratch concealing layer 34 is applied.
