PROBLEM TO BE SOLVED: To solve the problem in a conventional mobile communication system that a bicast function is added to a router and a position registration message must be used to perform position management, complicated processing is executed, and a router function is complicated, resulting in the necessity of an expensive router. SOLUTION: This system is provided with a switch group consisting of a plurality of switch devices (20-22) for receiving a packet addressed to a mobile terminal (40), and transmitting the packet to the mobile terminal via base stations (30-32) subordinate to each of the switches.
