PROBLEM TO BE SOLVED: To provide a mixer that is capable of mixing not only gas but also liquid, especially liquid having high viscosity and even solid with liquid, and to provide a mixing apparatus using the same. SOLUTION: The mixer is provided with a vessel 10 having a approximately cylindrical hollow part, a liquid introduction port 12 to introduce a liquid to a swirl generating direction within the vessel 10, a discharging port 14 installed on the swirling axis of the swirl generated in the vessel 10 and a nozzle 15 to supply a flocculant 43 at the proximity of the discharging port 14 in the vessel 10. Water 40a introduced into a first chamber 20 from the liquid introduction port 12 swirls in the first chamber 20 by being introduced along the wall surface of a cylindrical part 20b and generates the swirl 41. At this time, the negative pressure part is formed at the swirling axis in the discharging port 14 by the swirl 41 and suction force is generated on the swirling axis. Here, the flocculant 43 is sucked by the negative pressure of the center axis of the swirl 41 from the nozzle 15 arranged so that it may project into a second chamber 30, and is agitated and mixed by the swirl.
