PROBLEM TO BE SOLVED: To provide an information communication network that enables a user to confirm that the user is charged and avoids billing an unexpected information communication charge to the user. SOLUTION: When a mobile telephone set 1 accesses an IP server 3 through a mobile packet communication network 100, a gateway server 2, and a network 200, the gateway server 2 inquires of a charging system 3 whether the IP server 3 is an object to be charged for information provision, and sends information showing that the user is charged to the mobile telephone set 1 when the user is charged. The gateway server 2 when informed that access from the mobile telephone set 1 is possible transmits the user management number of the user to which information is distributed and the number of transferred packets to the charging system 4, which calculates a communication charge and issues a bill to the user.
