PROBLEM TO BE SOLVED: To provide an electrolytic water production device and an electrolytic water production method which can control the temperature rise of an electrolytic cell during operation. SOLUTION: The electrolytic water production device 1 generates electrolytic water by electrolysis of raw material water in the electrolytic cell 40. The electrolytic cell 40 is a continuous electrolytic cell through which the raw material water passes, while keeping the flow from the inlet 41 to outlet 42 of the electrolytic cell 40. A volumetric water supply means 25 for supplying the raw material water to the electrolytic cell 40 at a fixed flow rate is installed upstream of the electrolytic cell 40, and a suction mean 60 for sucking the inside of the electrolytic cell 40 is installed downstream of the electrolytic cell 40. It is preferable that the internal pressure of the electrolytic cell 40 is maintained at a negative pressure of less than -0.04 MPa during operation. COPYRIGHT: (C)2006,JPO&NCIPI
