PROBLEM TO BE SOLVED: To solve the problem that the upsurge of the Kyoto Protocol is in an extremely precarious position since a life environment and a food environment are intolerable together with global heating, reduction in chemical fertilizers for agriculture, chemical substances, antiseptic substances, and insecticides, and the like is not expected, and efforts to avoid them are not shown in today's circumstances. SOLUTION: It is important to think that the globe is progressively ruined unless an international protocol beyond the Kyoto protocol is established so as to reduce the amount of usage of the chemical substances and the problem is addressed with a unified effort by the advanced countries.
