Disclosed are a material for paving a paint paving material made by pulverizing waste tires into pure rubber chips, compressing waste plastic into circular balls by injection molding, and then impregnating polyurethane resin, which has about 80 hardness by thermally reacting cyanate and alchol with resin material under presure, with the ubber chips made by waste tires, and a method for forming a road layerusing the paint paving material. Thus, force of restitution and wear reistance of a local street paving material are reinforced so that the local street is not deformed or worn due to a heavy object such as a vehicle or special shoes such as athletic shoes and may also keep advantageos derived from a conventional local street paving technology. |
