PROBLEM TO BE SOLVED: To provide a solenoid driving valve for sufficiently reducing electric power consumption; and an internal combustion engine mounted with its solenoid driving valve. SOLUTION: This solenoid driving valve 10 has an intermediate disc 21, a lower disc 31 extending toward the connecting end 33 from the support end 32, a valve closing electromagnet 61 and a valve opening electromagnet 71 for respectively rocking the intermediate disc 21 and the lower disc 31. The intermediate disc 21 has a surface 21a, and the lower disc 31 has a surface 31a. The valve closing electromagnet 61 and the valve opening electromagnet 71 have respectively an attraction surface 62a opposed to the surface 21a and an attraction surface 72a opposed to the surface 31a. The valve closing electromagnet 61 is arranged so that the attraction surface 62a and the surface 21a are held in parallel. The valve opening electrormagnet 71 is arranged so that a distance between the attraction surface 72a and the surface 31a becomes a small value toward the support end 32 from the connecting end 33.
