PROBLEM TO BE SOLVED: To provide a dielectric paste having a high dielectric constant, a low dielectric loss tangent, and excellent insulating properties; a capacitor having a high dielectric constant and a low dielectric loss, and a substrate having this. SOLUTION: The dielectric paste contains a binder resin and a surface-treated conductive powder. Preferably, the conductive powder is a metal oxide and/or a carbon material. The surface treatment of the conductive powder is performed by contacting a coating material with fine particles of the conductive powder. The coating material is an insulating resin or a coupling agent.
