PROBLEM TO BE SOLVED: To provide a method and an apparatus for easily making a capsule type seal toy. SOLUTION: An outer body substrate with a flat outer body excess part connected with an opening edge part of a hollow outer body via a cut-in part, and a fitting tool on which the outer body substrate can be mounted by fitting the outer body excess part so that the hollow part of the hollow outer body is upward opened are used, and in a state in which the outer body excess part is locked with the fitting tool so that the hollow part of the hollow outer body is upward opened, a decoration body is put into the hollow part and a base sheet is adhered on the opening part edge and then the hollow outer body part is pressed by a separating roller from the upside to separate the hollow outer body from the outer body excess part, at the cut-in part.
