PROBLEM TO BE SOLVED: To provide a method of encoding and decoding moving pictures, and an apparatus thereof.

SOLUTION: The method of encoding and decoding moving pictures using a plurality of quantization matrices includes steps of: selecting any one from among the plurality of quantization matrices per macroblock on the basis of the characteristics of an input video image; applying video conversion to the input video image; and applying quantization to the data converted into the video image by using the selected quantization matrices.
