PROBLEM TO BE SOLVED: To realize control of the concentration of a gas hydrate in hydration and dehydration. SOLUTION: A cylinder type vertical vessel, a sieve plate 31 installed between the position introduced with the gas hydrate of the vertical vessel and the bottom, a circulating gas blower 32 having the suction opening communicating with the upper part of the vertical vessel, and sucking and cooling a raw gas of the upper part of the vertical vessel and circulating it to the bottom part of the vertical vessel, and a discharger 38 discharging the gas hydrate of the upper part of the sieve plate 31 are provided. Control of accelerating a fluidized bed reaction or control of holding time of the fluidized reaction can make the concentration of the gas hydrate a desired value by controlling at least one of the amount of the circulating gas circulated by the circulating blower 32, the temperature of the circulating gas and the amount of discharge of the discharger so that the amount of the load detected may be achieved within a predetermined range by detecting the amount of the load of the discharger 38.
