PROBLEM TO BE SOLVED: To provide a camera for achieving operation having a satisfactory response even if states of a delay, a fluctuation, and the like in communication differ according to a network path to be utilized and the situation of a network. SOLUTION: The camera comprises a camera control server 501 for controlling the operation of a camera unit 1014; a video server 502 for transmitting a video signal imaged by the camera unit to a corresponding client 104; and a camera control unit 503 for issuing an operation request command to the camera control server 501 from the client. The camera determines the situation of communication via the network, and changes the operation request command issuable from the camera control unit 503 according to the determined result.
