PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit in which two circuit blocks are mounted on one substrate. SOLUTION: The semiconductor integrated circuit is provided with a power supply input terminal, a GND input terminal, and a control voltage input terminal to which an ON/OFF control voltage is inputted. The circuit is also provided with an oscillation circuit which outputs a clock signal, a charge pump circuit which repeatedly charges and discharges its capacity based on the clock signal when the ON/OFF control voltage is ON, and a first delay circuit which delays the ON/OFF control voltage. In addition, the circuit is also provided with a switch which short-circuits the output of the charge pump circuit to the GND input terminal when the ON/OFF control voltage outputted from the first delay circuit is OFF and liberates when the ON/OFF control voltage is ON, a first circuit block which is driven by receiving electric power from the power supply input terminal and charge pump circuit, and a second circuit block which is driven by receiving electric power from the power supply input terminal and GND input terminal.
