PROBLEM TO BE SOLVED: To measure easily a capacitance in a high frequency domain or the like, concerning measurement of the capacitance of an electrolytic capacitor. SOLUTION: This device has a constitution equipped with a power source (direct-current power source 12) for feeding the electrolytic capacitor 4; the first switching element (FET 14) connected between the power source and the electrolytic capacitor, for switching; the second switching element (FET 18) connected to the electrolytic capacitor through a resistance 16, and constituting a discharge circuit 10; a charge/discharge control part (switching control part 20) for repeating charge and discharge of the electrolytic capacitor at a prescribed frequency by conduction of the first switching element and non-conduction of the second switching element and by non-conduction of the first switching element and conduction of the second switching element; a voltage measuring means (waveform observation device 22) for measuring a terminal voltage at the discharge time; and a current measuring means (waveform observation device 22) for measuring a discharge current at the discharge time.
