PROBLEM TO BE SOLVED: To provide a latent crimp fiber without occupying a space in each of distribution stages of packaging, storing and conveying, since spiral crimps are not expressed, developing the spiral crimps originally requested by making contact with water content in a using stage to become a fiber excellent in elasticity, high bulkiness, touch feeling, etc., and a fibrous structural material and an absorptive article by using the same. SOLUTION: This latent crimp conjugate fiber consists of different 2 kinds of water insoluble thermoplastic resin components (called as A component and B component respectively) and its conjugate form is a parallel type or an eccentric sheath core type by taking the A component as a sheath and having≥0.1 eccentricity, The cross sectional area-changing rates of the conjugate fiber at 10 second after making a contact with water are under the following relationship; (A2/A1)>(B2/B1) (wherein, A1: The cross-sectional area of the component A before making contact with water. A2: The cross sectional area of the component A at 10 sec after making a contact with water. B1: The cross sectional area of the component B before making contact with water. B2: The cross sectional area of the component B at 10 sec after making contact with water). The fibrous structural material and absorptive article by using the same are provided.
