PROBLEM TO BE SOLVED: To provide an image forming apparatus with which ozone generation is lessened, the effect of paper powder is prevented, image defects such as a density decrease and soiled base caused during repeated image formation are also prevented, and the formation of a satisfactory image is ensured. SOLUTION: The image forming apparatus of a regular development electrostatic-charge system has, in a housing, a positively electrostatically chargeable image carrier 1 having a photosensitive layer on a conductive substrate, and a developer carrier disposed close to the positively electrostatically chargeable image carrier 1. The image carrier conducts development by attaching negatively chargeable non-magnetic one-component developer to the surface of positively electrostatically chargeable image carrier 1 via the developer carrier. A DC bias power source 10 having a negative polarity is connected to a position between the conductive substrate of the positively electrostatically chargeable image carrier 1 and the housing.
