PROBLEM TO BE SOLVED: To provide a rolling bearing sealing device with a lip portion less liable to eccentric wear and oil leakage, and to provide a rolling bearing device equipped therewith. SOLUTION: A main lip 16 is formed radially inside of a sliding portion 12 as part of an elastic portion 8 on the side of an inner ring 2 for sealing in the radial direction, and a non-contact portion 17 is formed radial outside thereof. Specifically, the non-contact portion 17 is formed at the front end of a core metal portion 7.
