PROBLEM TO BE SOLVED: To provide a program recording apparatus which can perform recompression of data or a program even if it is the case where the program reproducing apparatus does not have an encoding function without having a decoding function in a program recording apparatus, and to provide a program reproducing apparatus and a program recording/reproducing system. SOLUTION: A compression controller 21 selects at least one of the data of the program compressed by a compression rateα<SB>0</SB>in a terminal memory 26. A decoder 24 decompresses the data of the selected program in the terminal memory 26. The data of the program decompressed by a transfer unit 15 from a transfer unit 25 is transmitted. An encoder 13 compresses the data of the received program by a compression rateα<SB>1</SB>higher than the compression rateα<SB>0</SB>. The data of the program are transmitted as compressed into the transfer unit 25 by a compression rateα<SB>1</SB>from the transfer unit 15. A recording controller 23 replaces the data of the program compressed by the selected compression rateα<SB>0</SB>in the terminal memory 26 with the data of the program compressed at the received compression rateα<SB>1</SB>.
