PROBLEM TO BE SOLVED: To make a device more small-sized while maintaining the quality of development processing and to reduce the amount of processing liquid used for the development processing. SOLUTION: The film developing device 1 comprises a cartridge support part 20 which supports a cartridge 3 wherein a film 2 is wound and stored; a developing reel 41 which has spiral film guide grooves 412a formed; a developing tank 42 which houses at least a portion of the developing reel; a developing reel drive part 43 which rotates the developer reel 41; a processing liquid supply part 70 which fills the developing tank 42 with processing liquid; and a 1st conveyance part 30 which draws the film 2 out of the cartridge 3 and inserts it into the developing reel 41 along the film guide grooves 412a, wherein the developing reel 41 is fitted so that the outside surface of the film inserted from the 1st conveyance part 30 is an inside surface which is an emulsion surface of the film 2 in the cartridge 3.
