PROBLEM TO BE SOLVED: To reduce a driving voltage to a practical level, to improve contrast and to reduce a coloring phenomenon, in a display element and in a display device in which transmittance is varied by controlling the orientational order of molecules. SOLUTION: Electrodes 4, 5 are provided on one surface of each of two sheets of substrates 1, 2. On the other surface of each of the substrates 1, 2, polarizers 6, 7 are provided. Then, the surfaces of the substrates 1, 2 on which the electrodes 4, 5 are formed are made to face each other and a medium prepared by adding a chiral agent to a negative type liquid crystalline compound is injected into a dielectric material layer 3 which occupies a region interposed between both substrates 1, 2.
