PROBLEM TO BE SOLVED: To restrain moving quantity of, to save a space of, and to lighten a bracket on the lower column side while improving prevention of its falling-off due to primary collision. SOLUTION: The bracket 2 on the side of the column has a pair of flanges 3, 3 to mount on a structural member on the car body side or a bracket on the car body side. Circular bosses 10, 10 (projection for stopper) are formed in the neighborhood of end parts on the vehicle front side where slits 4, 4 of a pair of the flanges 3, 3 are opened. These circular bosses 10, 10 are formed (semi-shearing work) by suspending punching work at a midway position of its plate thickness in applying the press punching work.
