PROBLEM TO BE SOLVED: To improve the evaporation of dew condensate in an electronic cold insulating storage for evaporating to discharge the dew condensate, and to improve the heat radiating capacity of a radiator. SOLUTION: An end face 8 of the radiator 5 is installed on the gravitational direction side rather than a cooler 3 so that the dew condensate discharged from a drain hole 4 can be supplied to a passage 9. The end face 8 inclines in the gravitational direction toward a horizontal end face from a dew condensate supply part, and passages 10 for allowing the dew condensate to flow in the gravitational direction from the end face 8 are provided on a base 6 of the radiator 5. Branch passages 11 branching from the passages 10 are provided at a smaller inclination angle than 90°in the gravitational direction, and fine passages 12 are further provided on the surfaces of fins 7. The dew condensate produced in the cooler 3 is thereby spread to the whole radiator 5 to extend a heating time, and the quantity of dew condensate evaporated by heat generation of a heating surface 2b of a thermoelectric conversion device 2 is considerably improved while improving the heat radiating capacity of the radiator 5 by radiating heat using latent heat of vaporization.
