PROBLEM TO BE SOLVED: To provide a development apparatus in which a developer charging amount and a developer amount on a developer carrier are stabilized, and an image forming apparatus using it. SOLUTION: The development apparatus comprises a freely turnable developer carrier 1 carrying the developer on the surface and a charging regulation member 2 coming into contact with the developer carrier 1 freely turnably for regulating the charging of the developer on the developer carrier 1 by applied charging bias 5. The surface of at least one of the developer carrier 1 and the charging regulation member 2 is provided with a surface resin layer 3 containing only an ion conductive substance 4 as a conductant agent, in which volume resistivity is≥1×10<SP>9</SP>Ωcm and an insulation resistance value per axial direction length 8 cm at the time of applying DC 500V is≥4.9×10<SP>9</SP>Ω.
