PROBLEM TO BE SOLVED: To provide a suspicious individual detector capable of detecting even a deliberate criminal as a suspicious individual. SOLUTION: This suspicious individual detector 1 comprises at least one camera 2 photographing a monitoring area, a viewing determination means 3 analyzing an image signal obtained by the camera 2 by image processing and determining whether a person in the monitoring area views the camera 2 or not; and a suspicious individual information output means 4 outputting suspicious individual information in a case that the person is determined to view the camera 2 by the viewing determination means 3.
