PROBLEM TO BE SOLVED: To provide a heat exchanger tube of small diameter with excellent heat exchanging efficiency, and a heat exchanger. SOLUTION: In this heat exchanger tube, the ratio W2/W1 of a width W2 of a bottom part of a protrusion on the inner surface of the tube to a width W1 of the protrusion on the inner surface of the tube is 0.5-4.0, the depth Hg of a spiral groove of approximately triangular cross section formed on the outer surface of the tube is 0.01-0.50 mm, a vertical angleαg is 30-130°, the width W1 of the protrusion formed on the inner surface of the tube is 0.10-0.5 mm, a height Hf is 0.10-0.40 mm, a vertical angleαf is 5-60°, a helix angleβf is 0-50°, and the inner diameter d of the heat exchanger tube is 5-10 mm. In a method of manufacturing the heat exchanger tube, the groove on the outer surface of the tube is formed after forming the protrusion on the inner surface of the tube, or the protrusion on the inner surface of the tube is formed after forming the groove on the outer surface of the tube.
