<P>PROBLEM TO BE SOLVED: To provide a simple and general-purpose apparatus improving an electrostatic transfer property and color aptitude which are defects at the time of using a conventional conductive toner, capable of effectively preventing occurrence of fogging and toner cloud and hardly being affected by environmental changes and secular deterioration. <P>SOLUTION: The developing device is provided with: a toner carrier 3 arranged oppositely to an image carrier 1 carrying an electrostatic latent image Z and carrying charged conductive toner 2; a developing field forming means 4 for forming a developing field between the toner carrier 3 and the image carrier 1 and developing the electrostatic latent image Z formed on the image carrier 1 with toner in the developing field area; and a charge injection means 5 having a charge injection member 6 arranged oppositely to the toner carrier 3 and injecting charge into the conductive toner 2 by applying a charge injecting field between the charge injection member 6 and the toner carrier 3.
